There is a public meeting called for on July 20th 2011 in Broad Street Birmingham UK and it is a protest about £33 million spending cuts being targeted on disabled people and others in vulnerable groups .

Considering there has been a High Court case rolling back of Birmingham City Council's ambitions to cut £51 million, and a lot of it on disabled people categorised as within substantial needs, this looks like an evolution to a road to defeat to the Tory/Liberal held City Council .

It will not happen just yet - but it will happen, as other types of squeeze occurs on the disabled population who have some robust law to protect them coupled with welfare benefit changes that look set to actually claim lives and have done so already according to mental health charities (See also the suicide of Paul Willcoxson aged 33 )

Birmingham Local Involvement Network Gets Reduced

Tied To Action ? Or Is It A Jailed Approach ?

The Birmingham Local Involvement Network, a statutory health monitoring body, has only been funded lately for 7 of its Action (health monitoring) Groups according to sources and a text we have been sent. The funding in place for the Action Groups is only for the months of July , August , September-end . From Oct there will be a new contract and a new Host and there is likely to be new governance in place .

The Birmingham City Council have not funded the LINk Core Group which appears to have become an over-bureaucratic body riven with dissenters and some say it has been "useless" in terms of having any real role . The Action Groups appear to have proven that action is what counts and inward looking bureaucratic meetings do not . Its wastes money and time .

The function of the LINk Core Group was to manage the strategic directions of the overall LINk but it has not enamoured itself to the Council it appears . Neither did it succeed in creating a credible link between "elected" Core Group members and their suitability to be aiding the strategy of the Action Groups . This has been a topic of conversations in several Birmingham circles that have criticised the LINk Core Group .

The email text from Birmingham City Council regarding the reductions of support to just the Action Groups is below :

"Dear LINk Member,

We have now negotiated with Gateway Family Services, the existing Host organisation, for continued LINk Host maintenance for the Birmingham LINk to cover the three months from 1 July to 30 September 2011. We have established continuation of support for those LINk Groups that contribute to health or social care outcomes. On this basis, support for up to one meeting per month has been agreed for the following Groups:

Birmingham East and North Action Group
Enter and View
Heart of Birmingham Action Group
Older Persons Action Group
Mental Health Action Group
University Hospital Birmingham Action Group
Women's Health and Maternity Action Group

We would like to see all of these Groups working towards achieving benefits in health and social care in line with a work programme that is based on evidenced local need. The wider governance arrangements will be revisited once the new Host's contract has started in October. This approach has been agreed and endorsed by Councillor Sue Anderson.

In addition there has been provision for 4 consultation events over the 3 month period; the Birmingham LINk website will be maintained; the 0800 number will continue to operate; and, the insurance cover will remain at the same level as currently. Gateway will be processing LINk member expenses for activities that have been agreed in advance.

The Host is currently drafting a work plan for the three month period; further details will be issued once available. Many thanks for your continued interest and hard work in the LINk.

In that diversionary costly economy (£3 - 400 million est.) - front line delivery never saw patient choices in mental health , and though some "patient choice" budgets were piloted - they were minimal - designed right at the end of a Labour Govt that prefered system economics and mass delivery as though everyone exists as clonal Cog-native types .

We can never forget a web post by a well known "Mental Nurse" who claimed Cognitive Behavioural Therapy was just another "tool in the kit" .. Yeah ... To tighten the loose nuts no doubt ... Who needs individuality when you can have state-top-down mechanics with their engineered contradictions and threads which do not fit individuals .

Put the Car-gnitive workers back to work producing invisible cars ?

Bham PCT Merger Is Ruled As Against Patient Choice

Yep its some GP out on the edges in Birmingham as the NHS empire reshapes.

It seems some slick movements by the South Bham PCT and others in B'ham contravenes the Patient Choice agenda quite seriously according to the Co-operation and Competition Panel take a look below . Mind you in mental health "choice" is highly likely to be stitched up with 3rd Sectorisation and the cheap as chips volunteering-economy ..

What will the difference between slavery in the future and volunteering ? Volunteering is done without chains and whips, but god knows how all these volunteers will be supported when the welfare state and benefits are unlikely to support their needs in an economy of illusions. Yet this development with other parts of health is interesting - who knows maybe in time the new Charity-State in mental health provision will be honest and become businesses. We advise that you stop being suckers though and just stop doing the lottery. Save your money for your locality not the newly re-adjusting middle classes .

" EXECUTIVE SUMMARY Feb 2011

1. The Cooperation and Competition Panel (CCP) has reviewed the proposed merger of the community services provider arms of South Birmingham PCT, Birmingham East and North PCT and Heart of Birmingham PCT. Our advice to the Department of Health is that the merger as currently constituted is not consistent with Principles 9 and 10 of the Principles and Rules for Cooperation and Competition (Principles and Rules).

2. The CCP concluded that the merger between the three PCT provider arms in Birmingham will reduce patient choice and competition and thus give rise to material costs to patients and taxpayers in relation to the provision of: District nursing and Health visiting services across the three PCTs in Birmingham; and Universal children’s services in Birmingham East and North PCT and South Birmingham PCT.

3. The CCP also concluded that the vertical integration of the acute elective dental services provided by the provider arm of South Birmingham PCT with the community dental services provided by the provider arm of Heart of Birmingham PCT, a provider of community services that holds gate-keeping responsibilities equivalent to those of a GP, is likely to undermine the GP gatekeeper function and hence give rise to costs to patients.

4. Together with this report, the CCP is publishing for consultation with interested stakeholders an invitation to comment on suitable remedies to address the adverse effect on patient and taxpayers identified in this report. Comments on this notice should be provided by 4 March 2011 and we plan to publish our remedies recommendations in March 2011. "

AND BELOW FROM HEALTH SERVICE JOURNAL March 10th 2011

"The Cooperation and Competition Panel has ruled outright against a merger between two trusts for the first time.

Norfolk and Waveney Mental Health Foundation Trust had wanted to merge with Suffolk Mental Health Partnership Trust.

The move would also have allowed Suffolk to achieve foundation status as part of the merged organisation.

But the panel said the merger would result in the removal of “close competition” for contracts from three primary care trusts, due to the lack of other credible competitors within the area.

Any benefits accruing from the merger were too small to outweigh the adverse effect from the reduced competition, the panel said."

At the Going Down Of the LINK In Brum ?

Its always good to see questions being asked and it appears more are being asked about the Birmingham LINK (Local Involvment Network of Health Monitors) . One candidate in the new "Core Group" elections to be held in February it appears (?) is using the election address statement to put some pretty searching questions - see from documents we have had passed to us :

"£82,249 wasted on research ? £52 ,000 on radio adverts ? Why ?

LINK members should question accountability and responsibility for our money , stop expenditure on expensive lunches , laptops and employing personal assistants for any Core Group member . Who controls the LINK , where is the accountability , investigations into LINK workings not published , good staff gone , a bitter tasted left ? Do not vote for me ."

Now there is a person to vote for !!!

After reading further reports that are lodged with the Birmingham City Council Health Overview Scrutiny Committee on the 15th December we judge the problem lies inside the structure of LINK combined with the way it assumed many inexperienced people might skillfully monitor health .

After looking at all the Birmingham LINK's minutes on the site and alleged "training" we cannot see anything there that resembles training that would have led to services broadly being held to account in a skillful manner. On the other hand we can see several gems of good practice and they appear to have risen out of PPI Forum related practice and good-willed people . Fewer though than Birmingham people should have expected from March 2008 when the PPI fora ended to 2011 .

The diagram structure of the LINK looks cybernetic to us and scared our office dog . One citizen journalist ( from the US) asked if the diagram was of : "BORGINGHAM LINK" ?

"Have they assimilated creativity and dropped it somewhere ? "

And we replied (yeah all of we)

"Don't say that ! We never snigger at your american foul-ups like the sub prime crisis we are all bloody paying for now .. " (hah that taught them )

Mental Health Patient Choice Is Sane - But Rethink Needs To Rethink and MIND Needs To Be Spined

The Userwatch team and individual RIP-orters while devilling about here and there on a cheek expedition noted and conversed about SANE .

The UK Charity SANE does have a 2008 document about Patient Choice and discusses it more openly than the UK State shadow-market developers Rethink and MIND .

That's a plus point and Sane plays less with political snakery than Rethink and MIND . We know that .

Patient Choice of elective care and a consultant that is part of that UK menu driven system, exists for the general population but in mental health UK you are scuppered and have no equality of opportunity of Patient Choice .. That is not tolerable , its discriminatory , and disenfranchises patients who need help via a choice of consultant, a choice of meds or therapies that are not merely crushed and tinned and cogged up by the State or indeed its overcompromised shadow-state - the UK MH charities like MIND and Rethink .

We know they've increased their provisioning status under Labour and that compromises their charity status as far as we are concerned as well as their ability to push reform for patients and not be inside a conflict of interest which now sees patients as a competing market to survive off ..

MIND and Rethink ought to be registered businesses now, because that is what they are concealing they are .

Got it ?

Good .. It will not go away from vision either .
