Mental Health Service User In Birmingham UK Eaten By NHS Tiger




Birmingham and Solihull Mental Health NHS Trust UK have admitted to keeping a tiger of an odd shape and feeding a Service User to it ...Exclusive picture shown courtesy of a cheeky bastard artist known to us ......

Hah ! ADMIT IT ! We got you with our NEW YEAR'S FOOL TRICK .... Don't give us that crap about April either most of us at the USERWATCH team are quite mad and believe in Time dislocations and sheer innovation OKAY ... We are positive about our madness and believe in positive use of disorientation.. Can Anyone Remain Mentally Healthy In Suicide Cult Pakistan? - And The Tragedy Of Benazir's Death UserWatch Comments


Its a sombre time for those people who are moved by the death of a politician (with Birmingham UK connections) who lost her father in such a horrific way as hanging by the Pakistan dictatorship State years ago . In her last moments she stood up to meet the people, took a risk and paid inside a very unstable State which seems to be tearing itself apart. Political forces boil down to how people feel in the end about each other in large grouped ways and in Pakistan whole areas of the populace are alienated to Western aims and values while some aspire to them

At UserWatch we know of marginalised people who are driven into internal extremity by the society and families in which they live which misses their world view, their Self. - if its even developed . If they are alone and "nucleated" in the anti-emotional West some go fragmentedly mad.

The State becomes all and in mental health micro-arenas it produces its own "terrorists" , usually powerless in the West which end up exploding inside themselves because there is nowhere to be heard or no where real to find a home for a more authentically received self .....

Maybe that's what lacking everywhere and more-so in poorer countries where suicidality and despair is put to easier political use in bombing the State and others. Take a look at suicide bombings in Pakistan. Is it more "rational" politics ? Or is it the politics of super rage and people driven super irrational ?

Norfolk and Norwich hospital has become the latest organisation to leak personal data after confidential health records of 55 patients were found in a residential wheelie bin.

The Eastern Daily Press reports that a 67-year-old woman in Bowthorpe, a suburb of Norwich a short distance north of the hospital, found notes including sensitive mental health details, with handwritten annotations and names and addresses. The hospital is launching an inquiry into how the records were dumped.

The North Norfolk MP, Norman Lamb, said: "This is a horrifying breach of security. It is so important that this information remains on site so patients are confident in the NHS. Some of the most personal and private information is on these records.

"This has to be treated as a zero tolerance policy with nobody being able to breach security arrangements again."

Alas, patient records going missing - in both paper and digital format - is nothing new. As recently as last week, Maidstone and Tunbridge Wells NHS trust lost a memory stick containing the medical records of cancer patients. And a computer decommissioned from Dudley hospital was recently sold on eBay with medical records still on the hard drive.

Another trend hospitals seem keen to join is offshoring transcribing medical reports. Last year, a trust came under fire from the union Unison for piloting a scheme where tapes would be written up in Chennai, India. It claimed that errors would be made and jobs put at risk. The hospital? Norfolk and Norwich.

With this background of data meltdown in the public sector, David Nicholson, the NHS chief executive, has ordered all trusts to review their information security policies - keeping unencrypted information out of memory sticks, avoiding transferring huge amounts of patient records in bulk, and so on.

One would hope that the NHS's national programme for IT would in essence provide some greater data security - as the programme's departing chief executive, Richard Granger, has frequently commented, leaving huge trolleyfuls of confidential records lying around in hospital corridors is much less secure than putting them behind computer firewalls. Still, anecdotes abound of clinicians sharing passwords and access cards to health records and leaving computers logged in.

This is why computers aren't the solution and aren't the problem. Somebody chose to dump paper records in an anonymous bin, and another somebody neglected to securely wipe the hard drive. People, rather than the technology they use, are always going to be where the pipes burst.

PRIVATE, confidential information about a psychiatric patient has been found in a visitor's toilet at the Brooker Centre, beside Halton Hospital.

Two open brown envelopes contained a man's name, NHS number, blood test results and personal medical details.

"I was shocked," said the Runcorn woman who found the information on Monday afternoon, in the female visitor's toilet between the Brooker reception and the Pine Day Unit.

"This poor person has no idea their details were just randomly left in a toilet. They could have been found by someone who knows him.

CONFIDENTIAL patient records from Whipps Cross University Hospital have been found in the garden of a Potters Bar resident.

The Trust has launched an investigation to find out how the blunder occurred.

The records, which are thought to include details of patients' serious illnesses, were found in a front garden in Coopers Lane, near Potters Bar.

NHS chief executive David Nicholson has written to all NHS trust chief executives instructing them to immediately review and tighten their information governance and data transfer arrangements.

The 4 December letter requires trusts to urgently re-examine the arrangements and policies local trusts have for securing data in transit. Trusts are told to urgently buy-in additional security expertise if they do not have it in-house already, and to check security arrangements for laptops, CDs and pen drives.

In his letter, Nicholson refers to "recent concerns about public sector", though the NHS boss doesn't mention last month's loss of confidential data on all recipients of Child Benefit by HM Revenue and Customs by name. Instead it speaks of the need to focus on "the security of information between locations and organisations".

Two recent reports by E-Health Insider and sister title EHI Primary Care have highlighted that some NHS organisations have a lot of work to do to improve information governnance. Sefton PCT this week confirmed it had sent details on 1,800 staff to organisations it declined to name. Last week EHI Primary Care report that Hastings and Rother PCT was sending patient records out using standard Royal Mail post.

The letter says: "No element of information governance, as provided in the information governance toolkit, should be neglected, but priority must be given to securing improvements in the in the security of data in transit.

In an checklist of immediate steps all NHS trust CEOs are instructed to "Check your systems and procedures, and deal with any shortfalls immediately"; "Check that your control on the movement of person identifiable data is good enough"; and to "not hold identifiable data on portable media unless it is encrypted".

In addition, the letter tells trust chief executives: "Do not bulk transfer person identifiable data, unless it is absolutely needed for direct patient care, before you have sorted out your secure processes, and do this quickly.

As well as addressing the imemdiate priorities on data transfer and security trusts are directed to undertake a more detaield programme of work.

It states: "I am looking to each of you to assure yourselves and your Boards that the arrangements that apply in your organisations meet the policies and guidelines that have been provided in the past by the Department, and that there are robust procedures to ensure they are followed.

Nicholson's letter concludes: "I would be grateful if you would give close attention to these issues to ensure that public confidence in the NHS's protection of patient information is maintained."

Security in the NHS

It was only yesterday that someone (in a clinical area) was going to give me their login and password (to a clinical system) in order to look at an issue for them - when will these people learn that they have their own personal login and password FOR A REASON?

I honestly really don't think that the public sector will take start to take data protection seriously until some sort of legal action and claim for damages has actully been brought against an INDIVIDUAL.

I hope you raised that officially to the person's line manager - it's about time people realised just how inappropriate this behaviour is, and faced the £2,000+ fine and future employment problems after being prosecuted. I'm fed up with people whinging about the security issues inherent in the spine when they lose files, CDs and give out system access details without care for the consequences.

When are the local organisations going to take responsibility and properly educate and discipline their staff in this area? If bank staff acted with this kind of disregard for privacy, they'd be in serious trouble and people would be raising all kinds of hell.

Taking Responsibility of Data

Until very recently as being someone working in a PCT I asked a director who was leading a project with a drug company that was extrating data from GP systems, the question if he believed that there was appropriate information governance in place to ensure patient confidentiality. On being summonsed to his office to be told in a very forthright manner that he had a commercial contract in place and that was sufficient governance and not to question his judgement.

When the Inland Revenue data loss issue came to light the same Director was now becoming nervous of what he had in place and sort guidance from the Director of IM&T, something he should have listened to earlier.

What Directors in particular have to understand is that Information Goverance is probably the single most important thing that they are responsible for. And quite rightly measures are going to be put in place by central government to make senior managers accountable and if appropriate a jail sentance for lapses in governance.

Every Director who has a responsibility for data should take note and recognise their responsibilities in this important area.

In addition to the £2k maximum fine, breach of the Computer Misuse Act may also carry a sentence of up to 2 years imprisonment and under most Trust's disciplinary policies constitutes gross misconduct which may lead to summary dismissal on first offence. So hacking or giving away usernames and passwords is seen in law as more serious than the resulting loss of person-identifiable data.

Sadly, the current DPA doesn't include imprisonment in its list of permissible penalties - perhaps it should?

Two Trust Found Guilty of Data Loss : (HSJ Source)

In the first case, a laptop carrying unencrypted data of around 5,000 patients, including health records, was stolen from premises of Abertawe Bro Morgannwg University trust, in South Wales, in April.

The Information Commissioner's Office said it was believed the computer was stolen by an opportunistic thief when an office was left unlocked.

The trust has signed an agreement with the commissioner to encrypt all data in future and improve security.

In the second case, Tees, Esk and Wear Valleys foundation trust lost a memory stick containing unencrypted personal information about patients and staff. The stick was passed to the media, prompting the trust to carry out its own investigation.

Appropriate measures

The organisation has agreed to use only encrypted data sticks, to put in place encryption policy and procedures and to ensure that external contractors are aware of the issues.

Assistant information commissioner Mick Gorrill said: "Even though one case involved the theft of a laptop, the data controller is responsible for ensuring any personal data is adequately protected.

"The Data Protection Act clearly states that organisations must take appropriate measures to ensure that personal information is kept secure."

Password protected

A statement from the Abertawe Bro Morgannwg trust said: "The theft took place outside of normal office hours, at a time when the offices would normally be unoccupied and the rooms locked.

"The laptop contained patient identifiable information, but this information was password protected. In addition, documents stored on the hard drive were also password protected."

The trust said it had taken a number of measures to improve security and encryption, however.

A spokesperson for Tees, Esk and Wear Valleys foundation trust said: "Safeguarding patients' confidential information is of the utmost importance to the trust.

"We have already put a number of measures in place to prevent something like this happening again and work to ensure that we comply with all the ICO's requirements is well under way."

Carols are traditional fare at this time of year but some re-worked songs were considered insensitive It was meant to be a lighthearted seasonal reflection on a serious subject. But not everyone got the joke. The top ten of festive songs poking fun at psychiatric problems was published in a magazine for patients using mental health facilities. The list - entitled Christmas Carols for the Mentally Disturbed - describes psychiatric conditions and suggests songs to suit the illness.

For multiple personality disorder there is : We Three Kings Disorientated Are; paranoia is coupled with : "Santa Claus Is Coming To Town To Get Me; narcissism - Hark The Herald Angels Sing About Me.

The magazine, called Marooned, is produced by the Cromwell House mental health facility in Eccles, Salford. Issued four times a year, it is put together by an editorial board made up of patients, with staff on hand should they need advice. The winter edition was distributed in Salford's psychiatric clinics and drop-in centres but after a formal complaint from the daughter of a mental health patient, the magazine has been withdrawn. Zinette Camille, who has a family member who suffered with mental illness for 19 years, picked up Marooned at the Meadowbrook psychiatric unit in the grounds of Hope Hospital.

Miss Camille, from Manchester, said: "I could not believe what I was reading. I was astonished that it could be so insensitive.

"I was angry that they could belittle people in that manner ."

"I phoned up the council to express my concerns and someone at the magazine asked if I would like to write in and say why I found it offensive. "

"They said the magazine had been running for 15 years and there had not been any problems."

"I said their response was not really good enough and asked whether it was not vetted by someone in authority."

"It is very degrading. The offending page says : 'Christmas Carols for the Mentally Disturbed'.

"People with mental health issues have a disability - they are not disturbed."

A spokesman for the magazine's editorial board said: "No offence was intended by the feature and we apologise sincerely for any distress caused. "The magazine will now be recalled and the article removed. We have spoken to Miss Camille and have invited her down to meet the editorial board. "We have also said that we would be happy to include her response to the feature in the next edition of the magazine." Cromwell House is staffed by Salford Council care workers and others employed by the Bolton, Salford and Trafford Mental Health NHS Trust.

A spokesman for Salford City Council said future editions of the magazine would be subjected to closer vetting. Richard Colwill, spokesman for mental health charity Sane, said: "While no one wants to cause offence, it would be a shame if people cannot poke a bit of fun at themselves, particularly at this time of year. "Laughter can be the best medicine but of course we are sorry to hear some people have been upset by the booklet."

London Personality Disorder Domino Services Start To Fall What Will Happen To Main House In Birmingham And Solihull ?

For a long time PD has often been a reason to be excluded from many mental health services . Its partly a labeling thing with the "professionals" who split up the various spectrum of damaged people into various conveniences, and many Users certainly argue about this. PD though can contain many elements of fragmented affect, changeful mood, and negative thoughts and feeling cycles that can be reactivated very easily as well as virtually psychotic periods.

PD sufferers have often very deep damage encoded around a sense of "not being seen" and "held" as valued by others...There can be deep attachment disorders and insecurity. There can be post trauma episodes hidden underneath and driving "cutting" and other destructive behaviours. Its a hell of a potentially variable condition to suffer from ...

Parts of the mental health NHS services (most parts) has long held PD at arms length and only seems to have treated it at crisis levels across the UK and then only at a certain few isolated UK shared units which have a very structured day-plan, a group orientated type therapy, as well as a large staff contingent.

The PD services supply across the UK seems according to some to have been designed on a default rationalised but also deeply excluding basis. Mental health NHS Trusts in the UK with little specialisms to offer PD sufferers have purchased-in the treatment time from other areas that supplied this . UK Primary Care Trusts (the "purse string" NHS Commissioners) around the country have been looking at this under guidance from Govt considering the evidence is that some Service Users have only been helped hundreds of miles from where they lived and then only if they were lucky and could travel .

Was all this doing the job of what PD sufferers wanted more broadly ? We do not think so ... Neither do a lot of Users but then the professionals and Govt have short changed PD Users for a very long time ...

We know NIMHE, long criticised by UserWatch, and others brought to attention through Users mainly, that PD sufferers were missing out and being excluded from treatments and this formed a document in 2003 upon which part of the Governments' new policy drive of PD "inclusion" was formed :


Our deep worry is what comes next because though we feel the "therapeutic community idea" where PD sufferers have been embedded for months at time is challengable on the supply and cost side we cannot see planned elements of "Patient Choice" that are properly developed so PD sufferers have on tap more inclusive treatment within the community at a frequency rate that might stabilise them. They have to be able to drive some quality through "Choice" . We are bothered too by the CBT pushing squads everywhere now who are selling CBT as a panacea. Boy will that drop some Users in the shit in the future through mis-application.

There's the rub then, that PD services are being re-planned but uncertainty hangs around adequate replacement services that get out more widely to Users..... Losers or winners ? We dont know...

Along with some PD sufferers we are quite sad about the possibility of loss of services that have meant so much to some Users but we will pull strings too where-ever we are, to try to get the best deals and real patient choices for those in terrible emotional pain .....

Mental hospital closure plan

is condemned as 'inhumane'

The planned closure of Britain's leading national hospital for people with complex personality disorders was condemned as "inhumane" yesterday by mental health workers.

For 60 years, the Henderson Hospital in Sutton, Surrey, has provided a unique form of residential care to people with severe psychological difficulties who are among the most difficult cases known to medicine.

Its patients are mostly young women who, after traumatic childhoods often involving horrific sexual abuse, have become bent on self-destruction through prolonged bouts of self-harming, cutting and burning themselves.

The hospital is to close because the South-West London and St George's Mental Health NHS Trust says it cannot afford to keep it open. Two other therapeutic residential centres, the Cassell Hospital in Richmond, Surrey, and Main House in Birmingham, are also under threat because they are no longer funded as a national service. Instead, they rely on primary care trusts to pay the costs of treatment, which can run to £100,000 a year per patient.

Marjorie Wallace, the chief executive of the mental health charity Sane, said people with the greatest mental health needs were being abandoned and would become an even greater burden on the NHS.

"This is the equivalent of announcing the closure of the Royal Marsden cancer hospital or Moorfields eye hospital," she added. "Sane is deeply concerned that the country's only national resource for people with the most complex mental health needs is to close on the grounds of an inhumane costing system."

Paul Farmer, of another mental health group, Mind, said the Government had increased funding for local services for people with personality disorders but was neglecting those who needed residential care.

"No one is saying these are poor services," he added. "They are good services but the funding system does not work for them. Their patients are people who, without this support, could easily find themselves sectioned. We need high-level, intensive services as well as low-level ones."

The Henderson Hospital was opened in 1944 to treat soldiers suffering from shell shock and found that group therapy was the most effective treatment. Until national funding was withdrawn last year, it had a six-month waiting list. Admissions have since dwindled and only 12 of the 29 beds are occupied.

Diana Menzies, a consultant psychiatrist at the Henderson, said her patients were at serious risk. "The vast majority are a danger to themselves. They self-harm, there is a high suicide rate, a lot of substance misuse and eating disorders," she added.

"Some also offend and harm others. These people will not be able to get the treatment they need."

Research showed the unit had reduced re-admissions and attendances at casualty units, she said. "The cost is £100,000 a year per patient but, if you calculate the cost of the NHS services used before they come to us and after they leave, there is a saving."

Peter Houghton, the chief executive of South-West London and St George's Mental Health Trust, said the decision to close the hospital was "regrettable" but added: "The trust can no longer afford to subsidise the hospital at the expense of other services."

Jan herself in the opinion of Users has lent her support to the credibilising of NIMHE which has turned into a Govt anti disability and anti benefit work drive and not a User Led, primarily treatment reform body - NIMHE also used up money (100 million from 2004 - 8 full forcast) that could have created piloted Users Choices...Heaven forbid that Patients should have actual treatment choices...NO they've been locked out of that for years by professionals with their own state career agenda's at stake. However all the wish-crafting drama comes on the back of associated criticism of NSUN (A thrust for a Service Users Network based in London ) a body set up by people like David Crepaz Keay and supported by a national charity headed by an Ex Dept of Health Civil Servant who is also an ex CEO of Sainsbury's Centre for Mental Health ....NSUN was supported by Jan but not by others in the UK who criticised how it too had a "Top Down" undemocratic take ....

Its seems the radical message is still underneath everyone's noses that patients want patient centred choices (not bureaucratically-over-mediated ones and disproportionate MH Charity led bullshit about employers and society's anti stigma ) that they can directly employ but that this has become corrupted by too many other agenda's including the Govt's work-mania and careerists hanging around the damaged human condition.

Patient-First i.e. "User-led", cannot mean much until New Labour give up trying to over-control the patient and start creating vouchers for individuating growth locally. Where you get the money from is by de-bureaucratising and trusting the patient to grow and quality drive the cultures necessary for more quality of life ... Patient allowances , better lottery grant targeting , and real choices of stabilising therapies outside of the clamping CBT favouring NHS would have sharpened up the otherwise choiceless sovietised defeated local patient cultures that we see everywhere in the NHS UK ..

And Birmingham and Solihull Mental Health Trust is not any different unless you eat cream cakes and work with the Chiefs and their cretworks....Oh cuck it.. there's goes our spilling again

The Chiefs of the mental health bureaucracies just obediently roll out policy to flatten all recognition of real Patient Choice. They even have big brothers watching over it, and everyone now - something we'll show you all later ..

In Birmingham UK, Rethink runs some services that have seen some Users just walk away from them... They are so keen according to one User of a Day Centre to get Users to do cleaning work on the cheap : "As a work incentive" that Users have abandoned going there because they claim when they feel ill they don't want the workarsing hassle...

Well, that is what is said by the "experts in experience" who quite suddenly, when it suits , are workarse material . Rethink though created the fiasco of the Winston Churchill statue in a straitjacket and it got booted ignominiously out of the UK Norfolk precinct where locals objected to its weak manipulative and useless take. What was it supposed to do ? Anger the Right Wing in the country ?

Most of them were as bemused as the Users community was even though some of the User community had been manipulated by the liberal-left-right (whatever they are) media gymnast cadres in London with their new Anti stigma long hatted inquisitor uniforms at the ready ..

The Charitocracy however along with the new ex Civil Service Lord of Rethink are poised to raise the anti stigma wands on someone or other, so as create distractive collusive magics while the Govt shafts mental health with new CBT bullshit and corporate workarse ambitions ..

Rethink: Charity brands online mental health quiz “irresponsible and damaging”

Mental health charity Rethink has today expressed its disgust at an online mental health quiz featured on social networking site Facebook.

The quiz, entitled “What mental disorder do you have?”, invites Facebook users to answer questions to find out if they or their friends have a mental health problem. “C’mon, we know you must have something!” it reads.

The quiz covers issues such as:

“You often feel that people are watching you”

“You feel as if people are out to get you”.

“You feel extremely hyper somedays to the point where you almost drive yourself crazy”

At the end of the quiz the person is given a diagnosis. Those deemed to have manic depression are advised to “start living” and to “eat lots of fast food and candy” while those diagnosed with obsessive compulsive disorder are told “Relax! You have OCD and it’s annoying everyone you come in contact with”.

Jane Harris, head of campaigns at Rethink, says that the quiz should be erased. She says:

“Not only is this quiz irresponsible, it is also potentially damaging to people who may be experiencing real symptoms of mental illness. People experiencing mental distress often turn to the internet in search of information and advice. Being told to “relax” or “eat lots of fast food” is neither helpful nor sensible advice. The makers of this quiz should be ashamed and Facebook should take the quiz down immediately. It is not acceptable for mental illness to be trivialised in such a way.”

The quiz has been posted on Facebook by Froonie, a technology and telecommunications service. Other Froonie quizzes include “What crappy Christmas gift are you?” and “What kind of friend are you?”.

Department of Health (National) (DH) Personal care budgets and extra £520 million to transform care for older and disabled people Central and local government sign ground-breaking agreement to reform social care and support independent living Central and local government sign ground-breaking agreement to reform social care and support independent living.

Health Secretary Alan Johnson today announced an extra £520 million of ring fenced funding to
transform Social Care over the next three years through the introduction of Personal Care budgets. In a groundbreaking concordat "Putting People First" Central Government, Local Government, the professional leadership of adult Social Care and the NHS have jointly committed to a radical transformation of Care Services over the next three years.
In addition to Alan Johnson, five cabinet members have also signed 'Putting People First' as lead
partners with involvement in the reform process. - Chief Secretary of the Treasury Andy Burnham, Communities and Local Government Secretary, Hazel Blears, Secretary of State for Innovation, Universities and Skills, John Denham, Education Secretary Ed Balls, Work and Pensions Secretary Peter Hain, Leader of the Local Government Association Sir Simon Milton, NHS Chief Executive David Nicholson and President of the Association of Adult Directors of Social Care Anne Williams. The extra £520 million will be allocated to councils as a Social Care Reform grant over the next three years.

The grant includes some NHS resources in recognition of the impact social care can have on improving people's health and well-being. Key elements of the transformation programme in every community will include:


– Giving the vast majority of people who receive funded care their own personal budgets so they
can choose the support services they want for themselves of a family member. An increasing
number of people to utilise direct payments.

- High quality care homes, home care and day services to be rewarded, poor performers failing
to respect people's dignity no longer used by local councils and the NHS.

- Initiatives such as first-stop shops becoming common place so that everyone, including people
who don't have support from social services, will have access to advice and advocacy about
community services, such as local community equipment providers, fall services or domiciliary
support and transport links

- Investing in support that keeps older people healthy and tackles loneliness and isolation

– Closer collaboration between the NHS and local government so that people receive more
coordinated and efficient support in the community.

Prime Minister Gordon Brown said:

"Support for individuals and families when they need it is of vital importance to all of us. These
proposals for personal budgets will allow all those who would benefit from a personal budget to
receive one, putting real control into the hands of those in care and their carers, leading to far more personal and responsive care. "

Health Secretary Alan Johnson said:


"One of my top priorities is to develop a new care system which gives people maximum control
over their own support services "

This is a groundbreaking concordat because it is the first ever attempt by Central Government to co-produce a major Public Service reform in this case with local government, the NHS, people who use services and their carers.

"Our commitment that the majority of social care funding will be controlled by individuals, though personal budgets represents a radical transfer of power from the state to the public. Everyone, irrespective of their illness or disability has the right to self determinations and maximum control over their own lives."


"Having announced our intention to produce a green paper on the long-term reform of social care funds, it is essential we also seek significant improvements to the existing care system."

Chief Secretary to the Treasury, Andy Burnham said:

"Today's world is one where we are moving away from citizens having to fit their lives around the system, to one where the system fits around the lives of citizens. Putting People First sets a very clear agenda for better joining up of services and increasing personalisation in social care - from maintaining people's independence to creating person-centred packages of care."

Sir Simon Milton, Chairman of the Local Government Association, said:

"This landmark agreement between local and central government should provide the foundation to give people independence, choice and dignity cover their lives. By working together, central and local government can begin to plan for and provide a modern, efficient service that should give people with the best possible care at the right time and in the right place."

Given the pressures arising from an ageing population and rising expectations, we are pleased the government has also recognised that change comes at a price. The new grant for social work reform will go some way to enable councils to move towards a more personalised and preventative system of care."

Anne Williams, President, Association of Directors of Adult Social Services said:

'ADASS is delighted to welcome this concordat, which highlights the challenges we all face in delivering a modern personalised social care service. It brings together all parties in central and
local government, providers across all sectors, professional bodies and regulators. The landmark
nature of the concordat is that it recognises the key role that those responsible for delivering social care have in fulfilling the country's expectations.'

Paul Cann, Director of Policy & External Relations at Help the Aged said:

"This new initiative should herald a shift in social care from being a service under pressure to a
service at the very heart of public policy, in which all have a stake. "

"The focus on individual budgets and personalisation promises to empower older people and their
carers to drive the decisions that shape their lives. This is a huge step forward, which should bring significant benefits for older people. However, no one should under-estimate the culture change required within the social care system if self-directed care is to truly succeed. The Concordat must deliver change quickly. This is a massive task, but this initiative is a genuine step forward and augurs well for the future."


NOTES TO EDITORS :


- The Social Care Reform Grant is a ring fenced grant, to support councils to redesign and reshape their systems. It includes money from the NHS, in recognition of the positive impact investing in social care through early intervention and re-ablement can have on peoples' health and the demand for healthcare.

- The new Social Care Reform Grant is worth £85 million in 2008/09, £195 million in 2009/10 and £240 million in 2010/11.

- Progress on social service transformation will be monitored by the independent regulator against the outcome-focused metrics set out in the National Indicator Set.

The new Care Quality Commission's performance assessment will contribute to the Comprehensive Area Assessment (CAA).

- The grant will be paid to councils on top of the core PSS funding and in addition to the increases in other DH grants announced last week, including those for carers, mental health and the social care workforce, which increase by an average 2.3% real per year, worth £190 million by 2010/11.

- The concordat identifies the following elements that will be central to transformed local services:

1. The vast majority of people who receive funded care using their own personal budgets so they
can decide which support services they want. An increasing number supported to use direct
payments

2. High quality care homes, homecare and day services to be rewarded. Poor performers failing to respect people's dignity to no longer be used by local councils and the NHS

3. First-stop shops offering information, advice and advocacy to help people, irrespective of their
means, choose care for themselves or a family member

4. Local councils and voluntary organisations taking joint responsibility for tackling loneliness and isolation amongst older people

5. Carers to be treated as equal partners and experts by professionals. New specific support for
carers will be announced by the PM in spring 2008.

6. Assessments and paperwork to be streamlined so social workers are able to spend more time on the frontline and less time with their computers.

7. Co-located services, e.g. social workers based in primary health centres alongside GPs and nurses

8. A network of 'champions' in every community promoting dignity for older people

9. Inter-generational programmes bringing older and younger people together in schools, day
centres and neighbourhood housing schemes

10. New technology to be at the heart of ensuring people can remain in their own homes and live
independently.

UserWatch knows that across the UK the situation is very bad for Service Users. Plenty of them are in prison now renamed "Prisoners" and the wholesale selling off of the lands of the former asylums for middle class housing , for the speculative rented sector, with a very few packages of social housing was poorly thought out , cheaply done, and has asset stripped localities in being able to effectively respond locally to mental health needs .. Corporate Big Brother is here ... In more than one way .....

When interviewed by a UserWatch, Medium Randall McMurphy said : " In Birmingham And Solihull Mental Health Trust (as in other places UW) the Corporate Cuckoo is the nest and the nest keeps kicking out nakedly helpless people or otherwise defining them as bad eggs so it leaves them out of the nest in their broken shells..."

There will be a anti corporate cuckoo political backlash .....Its just a matter of time because we have gone from huge loping but more locally based giants toward the poorly supplied, over-merged, over-advised by Sainsbury's Centre For Mental Health, supermarket trolley-cognitive loving services.

At the glossy nest checkout , if Service Users manage to get into the queue at all for services, the patient's face is eventually grey feathered and the grey metal teeth stick out from their feathery heads. UserWatch reported it was a 2 million surplus that was going to be made this year (2007 - 8) by the Birmingham And Solihull Mental Health Trust. In fact it's closer to 3 million ... So if you want to be SICK or SICKENED or made to realise that SICKNESS is kept that way in some Service Users without real choices of treatments that do not involve being suppressed by the the monopolistic supply side of the Trust and the Govt's mad Foundation Trust credo (in mental health especially) then start to understand experientially that under-servicing the patient community is to be correlated not with fine cerebal arguments about good governance but in the gut of experience by the patient ....We recommend a dose of empathy and human spirit...

Mental health and employment – meeting the challenge



The Secretary of State for Work and Pensions (Peter Hain):


Mental health conditions are now the single biggest cause of both absence from work and people claiming incapacity benefits. Around 40 per cent of people currently receiving incapacity benefits are doing so because of mental ill-health, ranging from more common problems such as stress, anxiety and depression, to more serious conditions.


But the more common mental health conditions can be relatively easily treated and with the right support need not significantly affect people’s lives.


We know that being in work is usually good for people with all types of mental health problems and so there is a clear need to support people with mental health conditions to overcome or manage their problems, helping them to find or remain in work.


I am therefore announcing, in partnership with the Secretary of State for Health, our intention to develop a National Strategy for Mental Health and Work, to ensure a coordinated response across government to the challenges faced by people of working age with mental health conditions and improve their employment chances.


  • The Strategy will look at issues like stigma and discrimination that often prevent people with mental health problems from seeking help in the first place, let alone trying to find employment.


  • The Strategy will be overseen by a high-level group from business, the medical profession, academia, the third sector and stakeholder groups, chaired by the National Director for Health and Work, Dame Carol Black, and including Lord Richard Layard.


To support the Strategy I am today also announcing a number of measures to ensure that mental health and employment support is delivered in a more holistic way, that we provide more advice and support to healthcare professionals and employers, and improve the communication between these two key groups.


  • We will ensure that, wherever possible as they are rolled-out across the country, the Pathways to Work and Improving Access to Psychological Therapies programmes are linked up, allowing customers to take up the full range of support available and experience their back to work and healthcare support as part of a seamless package.


  • Alongside this, we will establish a mental health forum to bring together all those involved in delivering Pathways to Work support, to share evidence and experiences in relation to support for people with mental health conditions.


  • We will pilot an advice and support service for employers, especially smaller businesses, to help them to manage and support people with mental health conditions to remain in or return to work. We will explore the possibility of this service also providing support and advice for GPs as part of our efforts to more closely align employment and healthcare services.


  • We will build on the strong partnerships already created with GPs through our Pathways Advisory Services pilots, which test placing Jobcentre Plus advisers in GP surgeries, by expanding those pilots to treble the capacity. The enlarged pilots will have a particular focus on supporting people with mental health conditions and will be supported by a roll-out of our educational programme for GPs on health and work issues, focusing specifically on mental health and employment.


  • We will also explore ways to improve communications between GPs and employers to improve the likelihood of people working. As part of this we will ensure that the process for GPs to issue medical certificates that we are currently developing with employers, healthcare professionals and their representative bodies will allow them to be more positive – moving to a ‘fitnote’ instead of a ‘sicknote’ – and will make it easier for GPs to provide more helpful advice to patients and their employers about their fitness for work, especially for those with mental health conditions.


All this work will contribute to improving the health and employment prospects of people of working age, which is the subject of the review currently being undertaken by Dame Carol Black, which will report to Ministers early in 2008.


This will build on the substantial progress that has been made in this area since 1997.


We have been transforming the support that we give to Jobcentre Plus customers with health conditions or disabilities, moving away from a system that abandons people to a life on benefits to one which helps them to realise their potential. The introduction of Employment and Support Allowance which will replace Incapacity Benefit next autumn, along with the expansion of Pathways to Work across the country by April of next year will create a more positive system, built on rights and responsibilities and offering tailored support to help people back into work.


The new medical test for the allowance, the Work Capability Assessment, will be fairer, more accurate and more robust than the current Personal Capability Assessment. Importantly the mental capacity element of the assessment has been fundamentally improved and will be better able to assess the challenges faced by people with mental health conditions and learning disabilities.


Alongside employment support, the Government has been working to make more treatments and health interventions available to people with mental health problems and there has been a significant increase in mental health expenditure since 1997. Only last month the Secretary of State for Health announced the very welcome expansion of the Improving Access to Psychological Therapies programme. The service will ensure that over the next three years 3,600 new therapists will be trained and 900,000 more people will be treated for depression and anxiety. This will have a major impact on those of working age suffering from mental health conditions.


We have therefore been working with medical professional bodies to ensure that GPs and healthcare professionals recognise the importance of work to the health and well-being of their patients; ensure speedy and effective investigation, treatment and rehabilitation; and give sound advice on fitness for work. This work has included the development and testing of a number of training and education programmes and other supportive tools.


Equally important is ensuring that employers understand the challenges faced by people with health problems, so that they can make appropriate adjustments to allow people to remain at work while their health conditions are addressed or to return to work in a phased way as part of their recovery. We are working across Government as part of the Health, Work and Well-being Strategy to engage and support employers. For example, the Department of Health’s Action on Stigma Campaign, ‘Shift’ launched a new package of supportive tools on mental ill-health in October, designed to give advice on managing and supporting people with mental health problems in the workplace.

Today’s announcement is further evidence of our commitment to achieve a step-change in the support available to help people with mental health conditions find and remain in work.

Birmingham and Solihull Mental Health Trust UserWatch Under Attack By Senior NHS Staff Figure In London

Poor old UserWatch was under attack by a NHS staff member today ...Oh they wanted to sizzle us with nasty comments left over the nasty comments we left to re-balance the falsely deep cleaned mind environment of the spirit-necrotising mental health NHS services . God knows their comments even frightened the dogs at the UserWatch old sewer farm offices

"Oh we know who watches us " Said Inspector YOOZA.. Smelling a little ..

"Yes we can trace them to their terminal.. And oh norty norty ! They were on theirs for 48 mins on one occasion.......They were probably multi tasking though giving the needle in one hand to poor User's bums while wishing to shaft old UserWatch's by looking at their computer screen too "

UserWatch with madmiration loves moral escapology and poodhini elasticity by Staff ...Many have brilliant stretched-credibility skills and bungee senses of reality .....

Yeah, its a really health-giving environment meeting senior staff with that special collusive silence of see-all the shit and say nowt ...The mafia are looking to the mental health NHS staff culture now for training it has been reported ..

When did NHS sponsored neurosis become "normal"? Will our spunky little NHS staff member inform us ?....Oh go on SPUNKY .... Fill us in so to speak ....
